Fin box behaving wierdly.

I sailed yesterday and noticed a small water spout coming up through the fin bolt hole!
This was my first sail since hitting a submerged something on my way back in to shore the previous outing.
There is no significant damage, only a small crack behind the fin box where the top of the trailing edge meets the bottom of the board. I can't see how this could cause my phenomenom.
The fin seems to fit tightly into the fin box and I tightened up the bolt again. I have a rubber washer and a stainless one at the top of my fin bolt!
I leave my fin in permanently and have considered siliconing it in. (The silicon won't stick it so it can be removed when required)
This must be affecting performance surely?

I've seen this happening, it's not that unusual, try replacing the rubber washer, it's obviously not sealing somewhere, either against the board or against the bolt.
Water coming up isn't so much of a problem, it's air going down that can cause ventilation and spin out.

Id check teh fin box again , if its only doing since you hit something it must have changed ,id put a fin half in an push on it to see if the fin box has a crack that opens under pressure .
