Purchase a surf travel atlas There is a great one called Surfing victoria by Richard Lovart?
Sometimes best to sniff around the area over time and failures
Thats about the best I can offer must be commited to the cause best of luck
buy a "wave-finder" guide at a surf shop $17.95 - mark warren's book is good too but more like $40.
