Colin Earle's 'ping pong' surfboards?

Have been looking for a step-up board as have felt under gunned this last week. Furthermore it'd be nice to have a board better suited to conditions down south when it is good. Looking on gumtree, I stumbled upon Colin Earle's ping pong ball infused surfboards. Anyone have ridden or have any understanding or idea how they work?

I think it was a board his son lachie did for a high school project,something about getting more float still using pu foam ,rinfo him up he will give you more info.
