When looking in the buy and sell you often see ads stating the board has been repaired but no 'water ingress'. How do you tell if this is true, is there away of spotting water ingress?
Weigh the board and check that it's roughly the advertised weight, and check that the board is balanced and not heavier at one end. Also look at the quality of the repair, and ask who did it. If it's a pro job there is more chance that it is all OK. If you know who did it you could always ask them the extent of the damage. Useful for a professional board repairer to look it over before purchase if possible.

Hardly.
Styro soaks water up real quick and it is not easy to get rid of.
A dry land ding is very different to a solid reef smack and 20mins paddling afterwards.
Advertised weight is way off actual weight most of the time.
Even 50ml of water in the board is bad for the foam.
Weight is good if you weigh the board when it is new so you know its actual weight. If you get a ding you can weigh it with the same scales and know exactly how much water is in it.
An easy check is to remove the vent plug, tape some clear plastic over the vent hole to seal it and put the board in the sun. If condensation builds up inside the plastic the board has water in it.

Easy: drill a hole in the board, and insert a tissue, it must get out dry.

Of course not really an option on other people gear, but I have done it many times when I didnt want to wait for a ding to be completely dry before going back to the water:
- extract as much water as possible in a day
- repair
- go surfing
- when back at home, drill and let dry
- to go surfing, 5mn epoxy glue in the hole, and aftwerwards, re-drill at the same place...
- when dry, cleanly fill the hole, sand, paint.
