No, a lot of EPS + epoxy boards have stringers. Some also have reinforced rails (carbon, wood, ...) that act as stringers
Sunova has balsa rails that act as stringers.

Be at the wrong place at the wrong time, and the forces of water can be enormous, especially on long shapes with wide nose and tails. A good rider tries to not put the board in harm's way when going out or in wipeouts.
