I would be keeping the sups separate and puting the shorty in with one. Just tell them you have 1 board in each.
They lob the double board SUP cover because the total weight is close to the max which is 23kg . Anyhow, it 's weighting two much for those small guys , this is more practical to let fall off the plane even with small light SUP like under 8'28".
It happens to me twice and now i'm packing seriously my channeled board rails
