As far as I am aware (in Qld at least) if you have an electric toilet with built in macerator, there is no requirement for a holding tank as long as you only discharge in open waters.
If you have a porta pottie for close waters, I think the legislation is satisfied.
Check the legislation as I can't think of anything worse than having a holding tank.
A mate had one that he built using 100 mm pvc sewerage pipe with glued on end caps and pvc inlet and outlet cocks etc. Somehow the vent got blocked, it fermented and built up gas pressure and burst spraying you know what everywhere.
Not a pretty sight.
