Not really any safe launch/landing sites and a lot of boat traffic. I'm not expert but I'd say give it a miss and stick to Melville. High profile saftey issues are what will get kiting banned from our fav spots.
Has been known to be done but pretty rare.
No law but speed limit is 8 knots. As posted, there are a lot of obstacles, and the wind can be very variable on the SW. Works better on the E.

I have spoken to Jack, who owns the catermeran hire business down there, and in his 20+ years experience sailing he doesnt recommend it. and its bassically offshore there in a SW'er. Someone see's you doing it, and a newbie will think "i can do that" - only going to end in tears. Stick to the designated spots!! (but it would make a great photo!) Its mega gusty with the massive highrises directly in the winds path too
I worked at the cats for a couple of seasons, (Jack was my boss) and personally wouldn't recommend it! I only ever saw a couple of foreigners setting up on the S.Perth foreshore just west of the cat shack and they realised it was a bad idea when the ferry and about 20 boats where passing by in the time it took them to rig up. All reasons above are very valid too! Why take a chance on something that could go horribly wrong and not only spoil your day but dent the reputation of kiters...not worth it mate!
But as you say would be an awsome photo op!
