Hi all. I've been away from work so it's taken a little longer than usual to get this post up, but now i'm back so here goes!

Thanks to all for attending the meeting on Monday night. It ended up being quite a small crowd which was really effective in the end. Some great points were raised and i think in general, we've started a forum that will greatly benefit the users of Pelican Point (and kiters in general).

Just a few quick thankyous. Jan and Mike have been working hard on everything to do with the meeting and what's going on now. Thanks Guys!! Also, the three Ians, (Ian Grose, Ian Lane, and Ian Young). I know you guys have a commercial side to think about, but it was great to hear your opinions and have you all involved. Thanks again for giving up some of your time.

OK. Watch this space everyone. The ball is rolling on a few of these issues and we'll be having another meeting and some activities for everyone coming up soon.

That's enough from me, i think the wind is coming :P

All, here is my best attempt to get everything down from Monday night. It was free flowing so please let me know if I have missed anything. Jan's link above was Monday nights draft when the eyes were bleary and the fingers were buttery.
Pretty sure I've got everything...apart from the suggested sign details that were around on the night. I'll get these on shortly unless anyone else gets to it first

cheers
mike

Pelican Point Users Group (PPUG)
Minutes
Steves, March 29 2004
@7pm

Introduction

· Dean opened meeting with a couple of comments around the need for Peli point users to come together as a group to secure the future of kiting at Peli point.

· Key issues included ensuring that the group actively engaged CALM, Councils and Swan River trust. Dean has offered his Services to this end.

· Communication key to ensuring good relations between kiters, other PP users.

Signage

· Thanks Jan for input, main point being that there needed to be some clear guidelines for all kiters in the form a permanent sign.

· Insurance issues around council approval and sign supply were voiced, it was suggested that a sign erected by users was not likely to be removed by council. Agreed that the PPUG explore this approach. .

· After discussion it was agreed that the content of the signage was to be opened up for further comments from users with a timeframe of 2 weeks for submissions. Jan’s suggestions below

· Suggested that content of sign be used as a template for other popular Perth kiting areas. Ian G indicated that this was possible

· Anthony kindly offered to source quotes for a sign once content finalized

· Ian L made mention of Jay Mcpharlin (?) able to produce a sign for the group

· Suggestion for an new sign be created to be erected on “the fence” along the lines of “ kite exclusion zone”, “no rigging”. As above submissions called for.

· Suggestions around a stencil on the bike path warning of the upcoming launch area were tabled. Give example

ACTION ITEM - Feedback required on content of sign to enable delivery of content for next WAKSA committee meeting.
RESPONSIBILITY- ALL

TIME FRAME - 2 weeks (before 13 April) for idea generation (BOTH SIGNS)

HOW- Seabreeze WAKSA post

Pelican Point Kiter’s guide
· The notion of a flyer was brought up by Ian Grose as a way to further detail expectations around safe kiting practices at PP. This idea would work well in providing detail around the broader safe kiting issues highlighted in the major sign.

· Users guide to perhaps include a map detailing suggested launch/landing areas

· Something simple which could be handed out by schools and users alike

· The notion of a buoy tabled as an idea to define a no fly zone to allow safe launch from beach area.

· Notion of a WAKSA rating for Peli Point which gave riders a view on the suitability of Peli Point as a site for non- professionally tutored beginners. This could possibly be extending to other popular Perth kiting spots

· Good comments around the vagaries of PP making it a less than suitable place to gain skills outside formal lessons

ACTION ITEMS Take feedback from sign ideas to fill user guide
Buoy placement

RESPONSIBILITY – Volunteers Required to help create flyer – anyone with good publishing skills out there?

TIMEFRAME By Next meeting aim is to have a draft users guide

Kite school/beginners
· As a part of the Peli Point users guide we all need to be aware of the special needs commercial kite schools. Thanks guys for giving the group your perspectives here.
· The group agreed that users should attempt to keep 50m away from schools in operation.
· School operators noted that creating fixed school zones was not possible due to vagaries of wind etc. It was agreed that the PP users guide include a section around kite school courtesy
· It was agreed that non-professional kiting lessons were posing issues not produced by the professional schools. Users guide to tackle this issue …perhaps suggesting Melville water as a better place to learn (less obstacles, bigger launch area lower chance of onshore winds) This info to form part of PP kiters guide

Safety

· Broad discussion on general safety issues, many of these covered in signage material, however main theme was kiters are urged to understand the ramifications of making poor safety decisions …including landing unassisted near the bikepath, leaving gear unattended, being unaware of path users

· Ian G made comments around the fact that launching at PP in many circumstances went against WAKSA safe kiting guidelines due the proximity of trees, carpark etc. Depending on wind requisite distances were not available.

· Comment around kite schools and dropping of kites just beyond bikepath. Whilst acknowledged as not being a perfect example, commercial reality meant there was little option (this is not right). Ian Y and Ian L discussed potential pvc pipe and stake idea for parking of kites.

· Bagging of kites where possible.

· Marker buoys again mentioned as a way to create kiter/windsurfer areas

· Incidents. Jade mentioned the fact the there was a substantially reduced number of incidents at PP this summer…possibly reflecting improved skill levels/experience of users at PP.

· Ian G spoke of WAKSA looking to establish a more formal register of kite incidents.

· Suggestion made to stencil bike path at either end of launch area with caution sign to alert public to the use of kites nearby.

· It was agreed that all users make every attempt to lead by example in terms of safety practices…hopefully thus improving the practices of non-regular users

BBQ
· Cleanup/busybee idea
· Good time to launch kiters guide
· Unveil sign
· Stencil paths
· Engage windsurfers
· Media exposure

ACTION ITEMS Declare date
Formulate cleanup priorities
Contact windsurfers…..Ian L can you help here?

RESPONSIBILITY Dean/Mike/Jan
Volunteers required on day

HOW Seabreeze post

TIMEFRAME Next PP Users meeting

Conclusion

· Leading by example in the meantime
· Importance of communication all users at the point (Windsurfers/Local Authorities
· Safety consciousness
· Help, Assist, encourage others
· PLEASE POST SIGNAGE / USER GUIDE IDEAS
· VOLUNTEERS REQUIRED for PP Kiters Guide production
·

Bird went to the Irish site and the sign format is a good start to inform public about kite surfing/ no scary it's super dangerous stuff. I thought the kite info to kite surfers was pretty lame, but I reckon the format can be improved a great deal for use at our ever more crowded spots in Perth. We had over 20 kites out at the phone box Cott last week in 20 knots and 2-3 foot surf, every thing was pretty cool, apart from a Euro who, was a OK kiter, but had major run ins with every one, as he had no idea of WA right of way, he was just blazing his way ontop of every one, in quite strong wind. I can FORSEE the future and alot more travelling kiters causing havoc at our spots. I am on the Cott kite safety commitee, but alas a computer moron, can you send me that kite link and if possible picture of sign to jkeys@iinet.net.au. I don't know how long these posts stay up. I can then show a hard copy to the safety commitee and WAKSA.
