The whole river is basically brown at the moment because all the recent rain has caused tannin stained freshwater to flow downstream. Just because its brown doesn't mean its bad for you, but there is a risk that a load of pesticides/fertilisers got washed into the system, and following the warm weather we're expecting this week we may see some serious algal blooms occurring which aren't ideal for swimming in either.

You know how when you put dishwashing liquid in water it bubbles? Same thing, as surfactants are released in to the water ways they increase the surface tension of the water and it bubbles. Algae can also produce organic surfactants when they die and begin to decompose but also in lesser amount when living.
As danial_y was saying there are pesticide run offs as well as pollutants from the streets from storm drains which include heavy metals which are taken in through the skin and cause defects in intelligence..
