all depends on your set-up. big kite + big board = kiting in lighter winds. I've heard that guys using a race board and big (say 16-18m) kite can cruise in winds of just 6 knots! which is sweet FA. But for most, with a normal kit, you probably want at least 12 knots and a medium to big kite.
