Why do they suck. I have never been out in them. Is it just because of the cold.

Westerly winds are gusty, shifty and unpredictable caused by low pressure systems down south. As the wind comes off the land its all over the shop and has less power than say a south east wind. You can get some that are OK but not very often.
Thats why we Queenslanders have the far north to go kite at. When God created Queensland he felt sad that we kiters will have **y wind during winter so he gave us trade winds up north for holidays.
