Gday Mossman,

This time of year the wind is a little hit and miss, The best thing to do if you dont like the cold is get yourself a trainer kite and really get to know how a kite flies.

If you dead keen to hit the water book yourself a lesson with one of the 3 kite shops/schools up at Sandgate/Brighton Beach. This area is also the best to learn around brisbane.
Head up there any time there is wind and you'll usually find kiters, The warmer the more there are.

There are plenty of kite schools around, make sure you get at least one lesson to learn how to set-up, launch and fly your kite Safely , Kite schools provide a kite and gear so you can learn by trashing theirs first.

A few schools off the top of my head.
