After speaking to the "right" people it appears that kite boarding the Lowe Is is financially a pain. Is kite boarding allowed at Green Is or is there another barrier reef area that has regular (cheap) boat access available to visitors without the need for a kite boarding licence?
I am visiting for a fortnight late September and trying to get organised. Many thanks.
For anyone interested I have contacted QLD travel and kiteboarding is permitted. Stay away from the wharf and snorklers on the West side and anywhere on the East beachers are fine.
