is a 06 North Vegas 12m suitable for a bigginer, 64kg, 130cm twin tip? and what price you reckon im lookin at for one?

i was looking at a vegas when 1st i started 06 one, it was around $800 2nd hand and a 2nd hand twin tip was $450. what kind of board are you looking at??
i was looking at a Naish Haze 133cm 2006. Do you rekon the Vegas is an aiight kite to learn on cause im only a beginner?
Also what about an Ocean Rodeo Rise? any info on how good they are?
