I am thinking about buying 2 07 fuels and i am wondering what is the best line length for a 7m fuel and does it work better with 5 or 4 lines.

the standard line lengths are fine. Regarding 5th line soem prefer it without some prefer it. i like having the 5 line becasue i only have one kite and the 5 line gives it a lower low end and higher high end, 5th line also gives it faster turning. But in saying that 5th line is more complicated and risks of bow tie in he surf and more tangles.
