It is actually a rocket shaped helium filled baloon on a fishing line tether. Now that is funny.

I call the pic a fake as a real rocket would come in so fast it would hit the target before anybody had time to look up let alone run away from it.

... or it might be the second rocket and they are running from the first.

The simplest answer is usually the correct one. The most likely answer is that someone took a photo and when they looked at it they found that they had caught a missile in the frame. The other most likely answer is photoshop.
