Have a look at the way the political system works, and you have the answer.
Neither side (because in reality there are only two) of government is sure which side of the debate over sharks has the greater voter base.
Let's face it, they only need one term in government and they and their offspring are set up for life.
Why would you be worried about a few beachgoers being eaten, that you will never meet, if the voter support is against culling a few whites?
Politics at it's best, and yet again, there is NOTHING the public can do to stop it.
Have a protest, have a rally, break some pollie's window. Nothing will change thee way the macvhine of government works, here and abroad.
Poor hungry sharks, they should use the old pollies dressed in their italian suits to feed them, and thereby teach the young recruits some respect for their constituants.
